While everyone is entitled to wear whatever they feel like wearing, I'm sure we can all list some perfumes that are just omnipresent, often also very safe, very uninspired and just lacking character that I imagine most of us actually seek in a fragrance in the first place.
Off the top of my head, the ones that come to mind are, in no particular order:

Edit: however after now having read your comment fully I would disagree with your assessment that these fragrances "lack character" or quality - just because something is popular does not mean it is simple, etc.
I probably should have clarified my assessment better - while most of these actually got popular through their character, they are now so common and overused that the whole point of wearing them as one's own scent is, for the most part, lost.

I’d say Aventus. Nothing wrong with enjoying the scent... but it’s so overhyped, talked about, bragged about, sold in decants like mad on here, etc. It’s gotta fit the “basic bitch” definition.

There's a makeup/beauty chain here that sells a handful of niche brands, and they're in their top 5 bestsellers. Every time I go into a store, an SA is waiting with a bottle in their hand and asking if you'd like to try it, or if you go up to the fragrance wall to take a look, you'll immediately be told that they're wearing one of them, how amazing it is and how everybody should own it. I walked in the other day to buy some moisturiser and one of the SAs walked over to the Santal 33, spritzed herself from head to toe about 8-10 times and then walked back to the counter. What I'm most surprised about is how they target people aged 16-22. There's no way I had the money for a bottle of Baccarat Rouge 540 at that age!
Maybe I'll be crucified for this, but any woman wearing a floral-dominant fragrance.

good girl big time, it makes me cringe. it smells so cheap and trashy, it reminds me of starbucks drinks. also definitely 1 million, speaks for itself, closely followed by viktor & rolf.
Yesterday I asked for a sample of Aventus Because I wanted to try it on my skin and I said to the sales lady something to the effect of that I didn’t really want to like it because it’s basic and she got kind of irritated by that.
In the great scheme of things, I really don't think Aventus is basic.
I love some basic fragrances and wear them all the time. But I know a lot of women who aren't into fragrance as a thing to devote much time and energy to, but still enjoy wearing fragrance and having a pretty little display of bottles on their dressing tables. And they all seem to have a lot of fruity florals, maybe a light citrus, and something sweet with a patchouli note for evening. It's not so much specific fragrances that are basic, but sticking to a very narrow and safe range of popular fragrance types that makes it basic. And not because they've explored the fragrance world and came right back to the crowdpleasers. They never looked any further from those same few things.
Flowerbomb, Black Opium, LVEB, Coco Mademoiselle, basically any of the department store fruitchouli-type fragrances. Not that those are bad fragrances by any means, I just smell them everywhere.
I own and/or like these so no shade intended to anyone, I'm a basic bitch at heart:
LVEB <--- ultra mega basic bitch put on your black tights and UGGS and go sip a pumpkin spice latte basic bitch fragrance.
Flowerbomb (This was the ultimate basic bitch frag of the 2000's)
Any of the Juicy Couture & Victoria's Secret frags.
For guys, IDK. I'm just glad they wear fragrance at all TBH.
Basically no one in my area wears fragrance.
There's the occasional 40 year old guy who hasn't figured out how to manage his facial hair wearing obscene amounts of Old Spice body-spray, and then the odd 50 year old+ woman doused in a disturbingly synthetic sugary scent. That's all I really see.
Basically any CK scent, eternity, obsession, euphoria.
Except CK One Shock. That stuff is great.

Armani Code(or everything from Armani, really) and that's about, i don't smell any other perfume out there.
There are plenty of basic perfumes out there but i don't know their names.
Also why do you think Cool Water is basic?
Have you you tried YSL Black Opium Nuit Blanche? I bought that for my girlfriend since I really liked it. Didn't even know regular Black Opium was such a common perfume
Here in my country, AHSEE is heavily cloned here or maybe the same DNA as AHSEE
I enjoy and have many unique and niche fragrances, but I will love Cool Water until the day I die.
Basic bitch #1 Acqua di Gio Then whatever comes next which is most like Gucci Guilty.
