Interesting that this story comes from subculture or dissidents, wouldn't have thought to see it in Cuban media before others. Their reporting can face stuff from no approved banking service to arbitrary arrest. In fandom it's more like "no drama or witch hunts" toxic acatelpsy.

I spoke to Cuban animal welfare activists, they're happy that Ruben's dogs are now in foster homes. Cuba has no shelters or welfare laws so it's up to personal groups to organize themselves. Talking about police handling is very sensitive, they're afraid to say the wrong thing.
