Ruben/Woof was ID'd by location, and scanning profiles of users located in Cuba on a zoo forum. He also left a comment on a memorial page for Kero's boyfriend, Illone (who Kero relabeled as Colwyn to hide the man's zoosadist history.) Info was only now put out by CEDA to Cubans.
Interesting that this story comes from subculture or dissidents, wouldn't have thought to see it in Cuban media before others. Their reporting can face stuff from no approved banking service to arbitrary arrest. In fandom it's more like "no drama or witch hunts" toxic acatelpsy.
I spoke to Cuban animal welfare activists, they're happy that Ruben's dogs are now in foster homes. Cuba has no shelters or welfare laws so it's up to personal groups to organize themselves. Talking about police handling is very sensitive, they're afraid to say the wrong thing.
I'm told it was a struggle to prove Ruben's involvement with zoosadists to other Cubans, who would say: how do you know, is it a setup? Proof hinged on a photo of him adopting a pup that was then seen in horrible torture videos. It was a major effort between Cubans and outsiders.
