1. saudi/uae troops are in the areas occupied by SDF - they are there to make sure that SAA will not liberate them. As for now they are a bigger threat than Turkey/Islamists and Syria should focus on them instead of focusing on Idlib - simple.

2. I dont find many differences between saudia/uae and Turkey/Qatar: these 2 alliances were trying to destroy Syria. The point is that saudia/uae have much worse impact on the region than Qatar/Turkey now.
