    While 1st reaction to the scoop is"No way!"I could easily see how the proposal may be product of - arrangement given there's no verification mechanism on IRN (non)presence in . IRN gets sanctions lifted, boasts it curtailed IRN,RUS gets credit for mediation

    In a hard to believe move, Russia supposedly said that if the US loosens Iran sanctions then Iran might leave Syria; my guess is that in typical Kremlin wording they said something more general and unclear and vague to try to entire the sanctions issue
