Wow. Seems you know nothing about Syria! Raqqa was captured last year. And yes, I had the pleasure of fighting Turkeys allies - the Islamic State - alongside the SDF. This ISIS commander was hiding in a village somewhere. The Kurdish and American special forces captured him.
