    7 - In other words, the core ISIS networks at this stage simply do not have the time or ability to go after a woman who runs an all-female gym. Whoever threatened this woman was from her family or neighbors. Someone who genuinely believes they are doing a service for Allah.

    3- Extremist networks whether ISIS or AQ don't operate in the suburbs. They don't have the capacity at this time to threaten what they perceive as social challenges. These threats are usually carried by locals who either subscribe to the ideas and justify use of force..

    1- Mosul has gone through massive social changes over the past 2 years after ISIS lost control of territory. It's something unprecedented in the last 3-4 decades at least. Women in particular are more visible and vocal.
