    3. Damascus's definition of "terrorists" is expansive. If Idlib's "terrorists" are expected to exit the country, that raises more questions about whether Damascus actually wants a substantial section of Idlib's residents to exist inside Syria, and what it intends to do with them.

    6. That highlights the ambiguities and grays of militant group attribution and control, particularly when we're looking at these groups' more far-flung manifestations. "What exactly is al-Shabaab?" should be asked the same way we should be asking, "What exactly is al-Qaeda?"
