    The request of IPC is to give Turkey more time to split HTS & neutralize jihadists even though IPC recognizes that Turkey may not be able to do this. Indeed, if Turkey gets Syria & RU to halt their assault, one must ask what incentive rebels would have to dissolve themselves?
