    A year ago the admin. was describing this same money as stabilization funds, part of the anti-ISIS effort. The theory was that by aiding economic development, you help prevent ISIS’s return. If that theory no longer applies, maybe the White House could explain the new strategy.

    Russia and Assad are trying to erase the record of what they have done. Humanitarian aid, reconstruction, refugee return are aimed at bolstering the regime, normalizing it. Russia and the regime fight on all fronts. Remember the sham "peace talks" and the bogus "ceasefires."
