    The single top priority for ISIS today is to preserve its leadership core & replenish it. A number of changes in tactics aim to do so. One: Rather than announcing capture of high-value commanders, it’s been focusing on prison swaps. Having only 2 walis for Iraq+Syria is another.

    Several months ago (Feb.), scores of ISIS fighters near Idlib were attacked by the regime; as they fled, most of them scattered around Idlib & disappeared in nature. HTS has been hunting some, others are still in hiding there with pre-existing cells or (if locals) returned home.

    Quite pale, like he had spent months inside the sparse houses used by the Islamic State in Idlib countryside. Interesting how a big name like him quietly reached Idlib and linked up with local members
