as a psychological state, yes, not as a mental illness. A psychological state is considered a mental disorder only if it causes significant distress or disability in and of itself (Voices that cannot be heard, paranoia) not intolerance from outside sources.

OCD causes unease and issues in and of iteself, most people who experience it dislike and feel they suffer from the symptoms. This would fit the quality of a disorder. The primary source of issue with transgendered people is external sources.
