        stop thinking that all DB usage is for global customer bases. Most of it is actually so that Bob from IT can give the accounting dept located in the same office a DB for their 3rd party accounting software. they dont need to do UTC math

        Why would you suggest this? Why? Flies in the face of every sysadmin norm. Standardise stored time on UTC, and modify output presentation for localisation.
