It will also depend on whether he first adressed his concerns to higher management. Competent management should have adressed his concerns and taken action. Whistleblowing should only take place when illegal or immoral behavior is not recognized and acted upon by the company.

Unethical companies engaged in illegal behavior purposely evade the law, putting profits ahead of employee & consumer safety. Alerting management puts a target on the back of the person exposing the negative truthful information when the company never intended to fix fraud.
