    5. Syrian Shi'ites – to whom Iran could appeal on a more direct ideological basis – are a tiny minority in Syria. And lots of Syrians have ehh feelings about Iranians specifically, who, like Turks, can take a similarly superior attitude towards Syrian Arabs.

    I would add: The CT-centric policy debate they describe on Syria is argued in the language of counterterrorism, but also reflects a more basic argument over stability and the wisdom of state preservation/destruction.
