    You may have read news articles saying that Congress has blocked Turkey from getting the F-35. That's not a done deal. Lockheed confirms its still planning for a June 21 rollout. And everyone else I've talked to says that delivery is still on track.

    Will be interesting to see if 1269 makes it into the final NDAA, set to be voted on very soon. But this issue will not go away. There is 1 year remaining for the S-400 issue to be resolved, if the July 2019 date is set in stone.

    RTE and Putin have both said S-400 will be delivered in July 2019, which is the reported trigger for US sanctions Sec 1269 is different than sanctions, which is different than knock-on effects of industrial cooperation if TR aerospace firms work with a US sanctioned firm in RU

    Title for F-35 cannot be turned over to Turkey until this report is submitted to relevant congressional committees. The timeline here is important. The “transfer” of the first 2 F-35 to Turkey will take place in June. But they wont leave the US for at least a year

    The plan is to include: steps to unwind TR from F-35 component production, along with the cost of replacing Turkish tooling/manufacture costs, to create a timeline to minimize disruption for the F-35 consortium (mostly in EU), & steps to prohibit transfer of F-35 to Turkey

    Senate version of the FY2019 NDAA has an explicit roadmap for the F-35 issue & Turkey: Section 1269 is quite clearly a first step towards removing Turkish participation in the consortium. It does not immediately remove TR from the consortium, but asks DoD to plan for removal
