赤バスは福祉目的で地域の役所や病院を結ぶという公的役割で行われてた事業であり、営利が主題ではそもそもない。また交通局として地下鉄と総合的に補完として路線計画がなされてるものであり、総合で黒なら住民サービスとして成功でしょうに。
