    3. If the freeze isn't reversed, it doesn't hit everything all at once, and it doesn't mean all this programming just disappears. U.S. allies are co-invested in much of it. Even if they're not capable of surging to fill the gap left by the Americans, they likely won't just quit.

    2. The scope and duration of the freeze seems unclear, even to USG people/stabilization implementers, and the outcome of this ongoing review is unknown. So who knows, maybe this all gets undone.

    1. The freeze hits stabilization, not humanitarian assistance (HA). There's some overlap between them, but, broadly, HA is pure relief while stabilization has a political dimension and is meant to empower local actors – local councils, municipal services, police, Civil Defense.
