Neither the YPG nor YPJ are in evidence in Raqqa. The city’s secured by local Arab un-uniformed HPC, mostly Raqqawi Arab RISF, then various Arab SDF sub-militias. The murals could have gone up at an earlier stage, when YPG were about 50% of the force that took the city. This was some time ago, and Raqqa’s dynamics have evolved since then
