    The Syrian government seems to have made good demonstrative use of East Ghouta. Of Syria's remaining rebel enclaves, Ghouta was best-defended. If it had secured better terms, it might have set a precedent for concessions elsewhere. Instead, it was first in a line of dominoes.

    SANA relays the terms of the deal to evacuate the rebel-held northern Homs, which basically conform to the government's ready template:
