  21. Macron estime qu'après les frappes, l'ONU devait "maintenant reprendre, dans l'unité, l'initiative sur les plans politique, chimique et humanitaire". Pas facile de se concilier une Russie déjà peu coopérative. D'autant que le rapport des forces sur le terrain n'a pas changé.
