    違法な書き換えとというのは、相当な重圧プレッシャーでそれに従うほど上意下達が徹底されている組織なのかという疑問は残ります。主従関係というよりコンビニオーナーとバイトくらいの開きが本省と地方ではあるのではと感じています。

        今の一般論は、明々白々に違法な天下り斡旋を繰り返した挙句、局長、官房長から事務次官に栄進して円満に退職した（そしてかつての部下にすべての責任を取らせた）某省の元幹部を想定しています。あれこそが「吏道」だなどと庇う愚か者がいたのは、いま思い出しても腹立たしい。

        民間企業であれば「上司が違法な命令をしてきた場合は断固として断る」ことをコンプライアンスの基本として教えられますが、公務員には基本的にそうしたコンプライアンス意識はないと言うことでしょうか？非常にショッキングです。

        玉井さんのツィートはデマなので相手にしないでください。公務員は憲法および法律に違反する命令を拒否する義務があります。さらには、告発義務もある。 違法な命令に従う義務があるというのは悪質なデマです。
