Order to Improve Business Operations from the Financial Services Agency

Coincheck, Inc. received an order to improve business operations from the Financial Services Agency based on the Payment Services Act defined in Article 63-16 in response to the illicit transfer of the cryptocurrency NEM following a breach of our platform. We earnestly accept the terms of the order and vow to re-examine our business practices while simultaneously striving to make all facts involved in this case clear, discover the root cause of the breach, safeguard our customers, and develop stronger and more effective measures for system risk management and prevention of similar events in the future.

Once again, we would like to offer our sincerest apologies to our customers and everyone else who has been affected by this incident. We will do our utmost to enact meaningful changes to our platform in order to regain the trust of our customers and the community.

I. Contents of Order to Improve Business Operations

1. Investigation of the facts and causes surrounding this case
2. Proper support of your customers
3. Strengthening of current measures to manage system risk
4. Creation of new measures for system risk management and prevention of similar events in the future in addition to making it clear where responsibility lies for different risks
5. A written report regarding items 1 though 4 to be turned in by Tuesday, February 13, 2018

Reparations policy towards users affected by the illicit transfer of the cryptocurrency NEM from Coincheck

This notice is to announce that a reparations policy towards the approximately 260,000 users affected by the recent illicit transfer of NEM from the cryptocurrency exchange platform Coincheck, run by Coincheck, Inc. (CEO Wada Koichiro), has been decided upon and will be as follows.

Reparations policy relating to the illicit transfer of NEM on 1/26

Total amount: 523,000,000 XEM
Affected users: Approximately 260,000
Reparations method: All affected users will be repaid in JPY via Coincheck Wallet Calculation method: Using XEM/JPY (NEM/JPY) rates on the cryptocurrency exchange Zaif (operated by Tech bureau Corp.), currently the exchange with the most trading volume of NEM both domestically and internationally, reparations will be calculated using the weighted average of turnover during a set period. The weighted average price was derived using prices during the period beginning with the suspension of new purchases and sales of NEM on the Coincheck platform and ending with the release of this notice. All reparations will be made in JPY.
Periods used in calculations: Suspension of purchases and sales (01/26/2018 12:09 JST) ~ Release of this notice (01/27/2018 23:00 JST)
Reparations amount: 88.549 JPY x amount of coins held
Reparations payment period, etc.: We are currently deciding on the best method for applying for reparations and the period in which they will be made. The principal used for reparations will be derived from company funds.

We realize that this illicit transfer of funds from our platform and the resulting suspension in services has caused immense distress to our customers, other exchanges, and people throughout the cryptocurrency industry, and we would like to offer our deepest and humblest apologies to all of those involved. In moving towards reopening our services, we are putting all of our efforts towards discovering the cause of the illicit transfer and overhauling and strengthening our security measures while simultaneously continuing in our efforts to register with the Financial Services Agency as a Virtual Currency Exchange Service Provider.

Announcement regarding restrictions to certain Coincheck Payment features

This is a notice warning that certain Coincheck Payment features will be temporarily unavailable starting at 5 pm JST on 1/27/2018

Coincheck Payment feature restrictions:

Restriction period: 1/27/2018 5:00 pm JST ~ Restricted features: JPY withdrawals, Acceptance of new payments

The timeframe for full resumption of services is as of yet unclear. Users will still be able to login and access their dashboards during this period.
Please accept our sincerest apologies for this inconvenience.

Depositing NEM on Coincheck is currently being restricted. Deposits made to your account will not be reflected in your balance, and we advise all users to refrain from making deposits until the restriction has been lifted.
