Bigger in terms of volume or mass?? Liquid methane is a lot less dense than kerosene. New Glenn’s launch weight numbers aren’t published but Falcon Heavy almost has twice the thrust so it would follow it weighs more. Volume is pretty meaningless.

New Glenn is not exactly a "paper rocket" considering that engines have been manufactured for it and that BO is moving into the factory to build it this month. Yes, SpaceX is ahead, but BO is not exactly sitting still.

The engines (BE-4 for 1st stage and BE-3U for upper stage) exist, no doubt about those. But the body of NG may or may not exist yet - only Blue Origin would know for certain - other than on paper and/or a computer's HDD/SSD.

BO can afford to take their time. Their founder & primary investor (Jeff B) has a net worth is estimated to be slightly north of $100B. (In contrast Elon M's est. net worth is ~1/5 of Jeff's.) SX needs to be aggressive bec of economic realities; BO doesn't have that pressure.

The Falcon Heavy physically exists and is currently located on a launch pad, while the New Glen exists in theory and is currently located on a computer hard drive. Ms. Shotwell is 100% correct.
