Move as in move from some other launch pad or just move in? The hanger and concrete foundations are the only intensive onsite work and pretty straight forward. The TEL and other ground support hardware can be (and probably is being) manufactured offsite & just need installation.

I don’t think they get access to all orbits. Vandy still better for retrograde/polar.
