Depends where you go. I was in Shinagawa so they probably have better regi training, but I almost never experience it in my local area.

I regularly have to say, "観光客じゃない" If they persist, I reiterate that my name is 鮎川 and I clearly speak Japanese.

If they persist further, I pull out my ID cards with kanji on it and place them in front of me. Only once has that ever been ignored.
