Unsure what to think when someone lowkey brags about being so fluent but then says a phone call was a big accomplishment.

I totally agree, but I think “fluent” has a lot of meanings. What is yours?
For me: - being able to ask about and understand explanations for concepts you don't already know - easily understand native level speech

Native is a whole other level to me. That's fluency with cultural understanding and non detectable accent.

And to be clear the braggart was making a restaurant reservation, something I think is really quite scripted.
