A phone call is typically a milestone. No visual cues, no body language, pure verbal communication!

I was very conversational before my first self-initiated phone call - it was a big deal! I already had N2!

I'm a big believer that jlpt does not equal actual practical knowledge. (And conversational wouldn't mean fluent too.)

Have a friend who passed the old jlpt2 and still has trouble reading a printed menu and asking for things other than the standard.

It's the same as people with TOEIC scores of 900+ but can't actually handle a real verbal conversation in English.

One of my classmates passed N2 but couldn't chat with me during tea time. She usually asked a Chinese friend to translate for me.

And that is a common result for what people call 漢字圏 students of Japanese. 非漢字圏, however, JLPT is often a better indicator.
