Currently all SIMs shipped by Twilio have the T-Mobile USA network as their home network. The following prices are used whenever the SIM is connected to a network other than its home network.
National roaming grants a SIM the ability to roam onto other domestic carrier networks in certain low coverage situations. In the USA, this technically allows a SIM to roam onto the AT&T network, as well as some regional networks. Due to the difference in pricing from the home network, National Roaming requires the national_roaming_enabled flag to be set to true on a SIM's Rate Plan.

International roaming means your US-based SIM can connect to partner networks all over the world. Performance on visited networks is capable of supporting most use cases. In the Developer Preview of International Roaming, we are looking for partners that can help evaluate network performance and optimize our international SIM card logistics. Pricing, functionality and APIs may change during Beta.
International data usage is aggregated and tiered based on usage within a continent. For example, all usage in the US and Canada will contribute to a tiered volume discount for the North American continent. The same can be said for the United Kingdom and Portugal (European continent).
The per-MB data price is listed per country, and varies between countries in the same continent. Because many countries are priced the same, prices are illustrated here using Pricing Categories to avoid repetition. However, to reiterate, each country is metered independently and volume tiering is applied per continent.
