I read the memo - it's cherry picked "evidence" to back an opinion. That's not inherently wrong I guess but can't claim it's "truth."

The first sentence of the article you posted misquoted the memo. The whole memo is about why less women are interested in jobs in tech

No where does it say they are not capable. If it did then I would be offend as well.
