This isn't me taking a shot at big franchises like zelda or mario, but the witcher series doesn't have the brand and name recognition as those franchises. CDPR came out of nowhere in the mid 2000's. They made a niche game in the first witcher game, an improved more cinematic nearly AAA game in the 2nd, then obviously the juggernaut AAA multiplatform 150+ hour witcher 3 masterpiece, with its damn expansions alone being better than most games released these days.
And just so we're clear: 2013 had about 100 more GOTY awards given out than 2015. And speaking of 2015, its not like this was a weaker year like 2014 or 2016. Bloodbourne released, metal gear solid 5 (kojima's final curtain call), rocket league, mario maker, fallout 4, SW battlefront, batman arkham knight, life is strange, until dawn, halo 5, rise of tomb raider, and dying light. It had some stiff competition and still dominated the awards, including winning GOTY for the game awards hosted by Geoff Keighley, the basis on which games are judged nowadays.
I'm hoping horizon zero dawn, mario odyssey, persona 5, nier automata, and destiny 2 can hold back BOTW from winning more awards than the witcher 3 and stealing away its "most awarded game of all-time" title away, but I think it'll be close.
