This is most likely a temporary sign until the permanent one is made. These type of ADA signs can take a week or more to produce and often a temporary print, showing the braille will go up in its place until the permanent arrives.

it's because they would have printed from the same cad file that they'll use to manufacture the actual sign - this serves another purpose too because now the client can correct any potential errors.

Anyone who played Pokémon Ruby/Sapphire definitely gained at least a passing familiarity with Braille – unless they cheated or just never completed that side arc, that is – so it shouldn't be that hard to find a sighted person who at least knows about Braille enough to have it looked at.

                        Confirmed. Usually you can do these kinds of temporary signs to get a temporary Certificate of Occupancy. The temporary C of O has a time limit (30-90 days depending on jurisdiction)on it after which all the code-inspection loose ends need to be wrapped up.

                        The last thing any contractor wants to do is make the wrong permanent sign, and fail inspection because of it.

                        I worked security for the construction of a big fancy new hospital (over 1 billion square feet big), and that project hit substantial and got occupancy on time because the penalties for missing were... steep. Quarter of a million dollars a day steep. And if that was because of something like this? The contractor would be the one who paid those penalties in the end.

                                      I've always assumed it's because they know it's unsettling if they're accidentally "staring" at someone for a long time. Or if they're looking over the shoulder of the person they're talking to. So the shades are more for others, than for themselves.

Worked with a blind fellow ...he was a riot, always made jokes at his own expense (ie walking into the pub at the end of a work day and he would say quite loudly "looks pretty packed guys!". This is regardless of the actual number of patrons before some smart arse points out he was using echo location or some shit)

                                                      They actually wore the eyepatch to keep one eye dark adapted during the daytime. As you can imagine, it is very dark in some of the holds below deck, and it can be dangerous to be navigating those while sun blind.

Some see shapes and forms, I knew a blind guy once in college that laughed as he told me his female roommates thought he was totally blind. (He was close to totally blind, so he didn't see much.)

                                                                                      (Please) use the U+2800..U+28FF: Braille Patterns block next time, readable better across clients that use preformat-wrapping text style instead of preformat-overflow or preformat-scroll styles.

                                                                                      Also font support has reached the point that it's possible to use it everywhere except non-unicode terminal viewers/editors (looking at you, vim)

                                                                                        The overwhelming majority of blind people are not 100% blind, most can see a bit it's just often entirely out of focus / riddled with other issues.

                                                                                        In those instances they can often work out quite a bit about their environment and things like signs/etc. are often in pretty predictable places so it's not just randomly feeling around the room looking for signs to read for the majority of the blind.

                                                                                        Yep and ADA-compliant signs are within a certain distance from the door and at a certain height. And others are predicable as you said. Come to a door, find sign near door jamb usually.

                                                                                            Someone (/u/footyDude) said it earlier, but... most blind people are not the 100% pitch black blindness we normally think of. Instead of completely seeing nothing, they might just have severely out of focus vision, or a variety of other issues that make it really hard to work out the details of their surroundings.
