They're attempting a 'limited exposure' in an attempt to fend off the unlimited exposure that would result if those who are aware of them (people like us) can't be eventually convinced that the whole thing hasn't been taken care of, and that the NWO is no longer a concern.

They're also attempting to dismantle their Western-based 'decoy' NWO facade in order to emplace their next system.

And they've expanded in the West to more personnel than they actually need; now that they're in power they're seeking to minimize personnel to be inconspicuous, and consolidate power. By paring down their own ranks they can also make their internal control more stringent; anyone who doesn't comply with increasingly tight internal policy finds themselves outed.

By contrast, in places like Asia where they're just starting on the infiltration and subversion, they've been opening their PR campaign and seek to appeal to many while they commence their recruitment effort there. So the U.S. for example is becoming as drab as Britain has been for ages as they take all the fun out of participating in a covert criminal organization, while in say Japan they're trying to make it as flashy and appealing as possible. Kyary Pamyu Pamyi's videos are a great example of this kind of thing. Their dynastic leaders in China and Japan quietly sold their own people out as late as the 1970's, bit the people haven't been as subverted yet so they're going through their version of what the U.S. experienced in the 1950's and 1980's - a short-lived economic and social high that will eventually wear off.
