Some of our information is in public records. That is all that most states gave him. They would not comply with the personal stuff.

Wolf didnt give for free. He said the White House was free to pay $20 per access to the public database. "Partial compliance" =/= status quo

Two other states (Oregon and Wis.) said the same and are categorized that way.

Yeah seems odd to give the same categorization as "partial compliance" to me implies the SoS/governor is working with the pres.
