It's not about the labor being compensated, it's about the labor being forced on them. If you tell them "you can work for a tiny amount of money if you want to" it is up to the inmates to decide whether or not to take the deal, which would be fine. Telling them "you have to work against your will or be punished" is what makes it slavery.

The entire text of the Thirteenth Amendment to the US Constitution:

Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.

Section 2. Congress shall have power to enforce this article by appropriate legislation.
