14/ "I have a gun" is useful information, sure, but it also brings along a large freightload of connotation. It's pushing a red button.

15/ saying "I have a license" (a) avoids that red button, (b) engages his conscious mind. He hears it and has to THINK for a second.

16/ Forcing him to HEAR license but then DEDUCE gun kicks him out of instinct mode and into thinking mode. This is good. You want that.

In Indiana, the cops always check their computers and if you have CCL its the first question they ask "Do you have any firearms? Where at?"
