Because blues learn things about non-blue needs and constraints all the time, sounds legit.  Because trying to raise the out-of-caste income cap doesn’t get shot down every time.  Because the reason surrogacy is expensive has nothing to do with most people not having the emotional fortitude to go through an entire pregnancy they don’t get to keep, it’s unpopular for some *other* reason, uh, I forget what.
