Every Rick and Morty have to have certain qualities in order for them to be considered registerable in the council of Ricks. If a Rick has no Morty, and Vice-Versa, he cannot be a member. Our Rick is special in that he chose not to register, despite having all the necessary qualifications.

All this said, that Rick being in the Council has to also have a Morty. Or that Morty has to have a Rick. It cannot be neither, nor can it be both.

Actually the Morties basically cant be any other age. All Morties descend from the exact same sex session between Beth and Jerry. All Summer's descend from the exact same timeline till she is conceived, thus why everything gets "predictable" when she exists.

Basically, Morty cant exist in any timeline unless Summer was born and everything was exactly the same till he was conceived.

Have sex at a slightly different time and you get a different kid cos different sperm will reach the egg, just like how siblings aren't clones of each other.

Point being that in every universe, Morty is the basically the exact same age and this is the same with every other character (unless he was ever a cesearian and pulled out earlier, etc).

I think that it's figurative. We've been shown plenty of times that Morty might not be as stupid as everyone thinks and Rick definitely keeps him around for some other reason than his brainwaves. I think Rick has invented time travel hence the "time stuff" box as well as his ability to stop time in the last episode of season 1 and I think Rick knows that Morty or at least Morty c-137 is a very important person in some aspect. I interpreted that to mean all the stages up until #4 are Morty still growing up. #4 (with the correct shaped head and everything) is young adulthood, which looks exactly like a young Rick.

This is the biggest reason why I don't think that Rick is older Morty -- even the Jerryest Jerry cannot have begotten the Rickest Rick.

Edit: Then again, it would be funny if Rick's portal gun was actually not an interdimensional portal gun, but a time traveling portal gun. So, everytime something fucked up happens and Rick wants to try again, he just travels back in time and tries again. Of course, he may have already iterated through a vast number of timelines to get him nearly infinite possibilities. The only gotcha being that he would probably be a lot older. Maybe that is what those seeds do: they just stop you from aging. Which is why Rick is constantly drunk: he is always drinking his youth serum. Maybe that's Rick's real technological advantage, and all the other time traveling Ricks will age normally.

9 seasons later... Rick finally finds his szechuan sauce hidden in a dormant volcano and with the last cup of dipping sauce in hand departs the land of the living thus leaving Morty all alone with an unexplainable desire to invent gadgets, study science, and, of course, a hunger for szechuan sauce. Morty works for years to recreate Rick's portal gun and finally after many years with the gun in hand he calibrates it to take him to a universe in which he has detected a faint trace of szechuan sauce. However, upon stepping through the portal the gun explodes and the portal disappears and he finds himself in a house where a toddler Summer sits inbetween a younger Beth and Jerry, holding baby Morty who smiles at him, who now more and more looks like his dearly departed Rick. Morty (Rick) who stands stunned at this unexplainable sight and tears fall from his eyes and in his mind he thinks, "I have to find that damn. Szechuan. SAUCE."
