If, and I mean "if" you can stomach her, then have her move in so you can split the bills three ways.

If you choose to go this route, be sure to set boundaries.

You can talk to your roommate and say that she's using up resources, so she needs to start contributing. That can be as simple as cleaning, cooking, housework, or plain cash. Or the roommate can contribute more.

Other than that, I'd ignore her. Go your own way, spend your days doing what you want, and if she interferes with that, then you have to address it.

Are you both splitting bills for the place? If so, then talk to him privately and tell him that you need to come up with a new way to divide the bills because 50/50 is not going to cut it anymore when there are 3 people using up the resources. Tell him you would be fine with it if he wants to increase his payment of the bills to 66% to cover her share if she does not want to pay out of her own pocket. Make sure you tell him this when she is not in the apartment.

If he argues, or if he agrees and then tells her and she argues, tell him that you would be happy to install a meter in your room to measure your own electricity usage, but gas and water will have to be figured out by them because there is no way to account for their use. If you choose to buy a meter for your room, unfortunately you're going to have to limit your usage of common rooms such as kitchen and living room and stay mostly in your bedroom.

If neither of those work, the only other solution would be to stop paying the bills and move out. Make sure you remove your name from the bill address, otherwise it will affect your credit rating.
