What "other institutions" can clones be raised in besides vat corps?

Some places raise clones but don’t produce them.  Some residential hospitals house clones and also kids with special (non-contagious) medical needs, save on transplant surgeons that way.  Occasionally a clone is made for a non-transplant reason, or people are just strange, and they send them to actual boarding school sorts of places.
