Also, Kissinger was being threatened by the Nixon administration. He even testified against Nixon at the Watergate impeachment hearings.

There were no "impeachment hearings". Nixon resigned before any such thing could have happened. So where did Kissinger testify?

Comey admitted under oath he leaked to NYTimes, and that Trump did not obstruct. So why does Trump need to "decide" anything?

He never said Trump did not obstruct, he did say that was not for him to decide. That judgement is up to Mueller.

No. President can order an investigation stopped directly. POTUS top of food chain. No intermediary power centers within executive branch.
