sucks for console players. i just started a new playthrough on my ps4 (dont have a pc anymore... if i do get one i will have 150+ games including skyrim waiting for me though).

on this playthrough i have 87 mods installed that imo make the game immersive and perfect. i cant even imagine paying 99 cents for each mod. it just wont happen. ill simply stop playing this game, despite coming back year after year for another long playthrough.

edit: sucks for console players because i am sure pc players will find a way to mod it anyway for free. console players have the bethesda store interface built in.

It might actually be quite good for PS4 users, at least in the short run - the new content isn't subject to the "no external assets" restriction Sony imposed, so they can get actual new stuff.
