FY11-FY15 US welcomed only 177 Syrian refugees; only 1% Christian (10% Syrians are Christian). Legally, why can't DJT continue this policy?

Since Syrian Christians were under welcomed as refugees with Obama, why can't Trump - legally, not saying he should - do it with Muslims?

Most Muslim countries R not on the list; non-Muslims in these countries R also affected; Sunnis in majority Shia countries can get exemption

The EO does not mention any religious group. It gives exemptions for persecuted religious minorities; Shias in Sunni countries; vice versa.

In summary: Obama welcomed only 177 Syrian refugees 2011-2015; disproportionate religiously too. Why can't Trump, legally, continue this?

This is not a dissent on the ban, people. This is a Conway telling Trump to change his wording so that the ban is approved by SCOTUS.
