It originated as a race based insult around immigration policy if I remember correctly. It came from cuckservitive, which was a someone who identified as Republican, but advocates for a more lax immigration policy or increasing the amount of refugees let into the country. The premise of the insult being that they are letting the white race be cucked by letting the brown people in to "take their women" and "rely on welfare paid for by white people".
