What the direct parent decides. In my own view, women should be courted by 17 and wedded by 18.

As much as I'm a believer in young women being wedded off early to slightly older men, ready to go making 2-4 children, I don't think messing with them before 18 is biologically or societally healthy.

The age can be a slight red herring, though, in that much of what makes a healthy marriage is the parents looking out for their daughter. It doesn't matter her age, his age, or the differential, if he comes from trash and you're not looking out for her as a wise dad.

I think 16-18 is reasonable, once men and women are legally able to represent themselves, they are considered mature enough to make rational decisions. If there was no consent it doesn't matter what age the victim is, it is rape. The matter of age of consent is a matter of legal capacity and the idea is that below a certain age people are not capable of consenting because they might not know what they are doing and are being exploited.
