I believe you mean Arabic numerals, which are used all over the world.

China has two numeral systems of its own, but usually uses arabic ones in any official capacity (including, apparently, military vehicle labelling) for convenience.

By "American numbers," do you mean Arabic numerals? Because I'm going to hate to break it to you, but if that's what you mean, there's a lot of countries besides America that use those numbers.

Further to the question, Arabic numerals and English writing are common because it's seen as a lingua franca nowadays, so militaries around the world have standardized on those features as a way to ensure that all allied forces know a common way to read everything on military equipment.

i dont know . i didnt think arabic numbers were universal.
