(Florida) I'm a non-american minor guest visiting a host family in US and next-door neighbour is sex offender (self.legaladvice)

I'm sorry for my bad english. If something is not clear good enough, i will try explain, but i will appreciate if someone understands Russian and helps translate.

I am a foster child of 15 and going to visit a family in us for summer. They are good people, i been there before in last summer. They have a pool behind the house but very low fence.

So this creepy old guy neighbour was often looking at me. Unfortunatly i am well grown in the boob area so i caught him staring four times or something. One time i asked if he needs something, politely as can with my language and he just said "are your parents home" i said yes, my (host dad) Carlos is home. The creepy granpa just nodded "okay" and went away very fast. I was confused and suspicius. I told Carlos and Gina (the cleaning lady) and they became worried. At night I heard Carlos talk to sheriff or officer. I heard "sex offender" and something "order" and "warning". So i google what sex offender is. I worried a lot.

But the old guy didnt stop staring at me from his window behind curtains. I stop wearing my swimsuit and go swim in shirt and shorts but he still looked. It was very hot, 40C and i was no comfortable.

This summer Carlos and family invited me again. We facebooked all year and first thing i did ask was "is the nasty old man still there". He said yes and that he was not bothering anyone anymore. That Carlos had a girl from diffrent orphan home come to them at christmas and she didnt say anything about creepy old neighbour.

Im scared and im worried. I dont think that they can even invite kids over with that creep creeping and being gross on kids.

This summer they wanted my half sister who is 12, to come with me and they already paid 3000$ for every people of us to fly from my country. My social worker here did not take me seriously and im really scared!!! Big time. But not going is not possible for us.

I dont know who to contact or ask for help. My older friend said that she can give me old smartphone with camera so i take pics and can show police if he looks from behind fence and curtains again. Or talks to me and my sister. Friend did agree that she worries too and the family is not being serios about this and i should call police (???).

Im sorry if i posted in wrong place and thank you for any advices.

In the USA, there is nothing illegal about a sex offender living next door to you. There is also nothing illegal about a sex offender looking at you, provided that he is doing so from a place where he can legally be. If he can see you from his house, he can watch you from his house.

If he comes on your host family's property, they can call the police and have him removed. If he tries to speak to you after you've told him not to, then you can call the police as well.

The first will come eventually(if not already there, after the cops talked to him. The second will eventually prove itself up if it persists.

Keep in mind, we're also talking to someone who speaks English as a second language and isn't familiar with our legal system

Im not from russia but here pedos get beaten up really bad and thats what they deserve. Police hate pedos too. Last year one guy went to jail for 20 years, it was all over TV. America is very strange country.

This sounds very creepy. What kind of activities does this Carlos make you and your sister do? Why is he flying you and your sister all the way to the US? Who is authorizing you and your sister to fly out from Russia?

Why is Carlos (or Carlos and his wife) paying $3000 to fly 12-15 year old Russian girls to stay with him? This arrangement seems unusual. What sort of visa do you travel on?

It can make me and my sister not be choosed anymore for traveling to USA. American people adopt alot of kids and I hope my sister gets adopted by someone nice. We are too old to be adopted in our country, no one wants children that old
