His polls have been down. Bomb Syria, they went up. Bomb ISIS in Afghanistan. poll # go up. Threaten NK? They go up again. See the pattern?

Effort by Trump administration to get Chinese to put pressure on NK is what Pence (and others) mean by ending strategic patience.

No more of the assumption of the Obama administration that North Korea would isolate itself enough to curb its nuclear ambitions.

So regardless of whether the new Trump approach to NK is prudent or not, ending “strategic patience” does actually mean something.
