I work in state government, and literally the correct thing to do is file the goddamn complaint. If you think it'll get ignored, tell everybody else involved to file a goddamn complaint. If you don't hear from anybody, call the department and ask about it. The squeaky wheels get the grease, especially in state government.

Hi there, very accurate to your comment username! Why don't you actually read my post before commenting. My question wasn't if we should make a complaint, but when. But I guess it's easier to snark and judge then actually read and understand?

    That seems rather unfair to the OP. S/he's basically saying:

    How do I file the complaint while avoiding retaliation from my landlord? Methods X, Y and Z of avoiding retaliation won't work because of [reasons]. The only way I can think of to absolutely avoid retaliation is to wait until after I move out so he's not my landlord anymore. Can I file the complaint after I move out?

    What I want to know is how much more is OP being charged? Sure, making a profit on utilities is illegal, but how much do you value your own time? Our water is included in rent now, but when we paid separately it was like... $30-60?

    I also want to know why OP can't understand that water bills fluctuate. Seriously? You pay for what you use. Maybe you did more laundry last month. Maybe you took less showers the month before. Power bills are the same way. Not rocket science.

    To be fair, they said that the rates were fluctuating.

    Some months that have less usage have higher rates than months with higher usage.

    Sounds like they were being charged more per-litre during months that had less usage.

    The whole thing reminded me of what happened several years ago at the apartment building my parents live in. Initially, water was included in rent and there were no individual meters for the 50 units in the building. When a new company bought the building, they decided that they wanted the residents to pay for their own water. Since there were no individual meters for the units, the property manager was tasked with taking the entire monthly water bill for the building, and dividing it up between all the apartments (scaled so that the few apartments that had two full bathrooms paid more than the rest that only had one). It all seemed pretty fair. Each month, each apartment would receive a tag on their door outlining their monthly rent, and the water payment for that month.

    It came to light some time later that the property manager was fudging the numbers. He'd tack on a few extra dollars to everybody's water bill, and keep the extra money. During this time he also happened to get a brand new car (and I'm sure the difference in the water bill is what was helping to pay his car payment). The guy was fired, but the whole thing was kept hushhush and swept under the rug. Residents were given a free month of rent or two in compensation.

    Fast forward a while later, and a future property manager got in trouble for doing the exact same thing. Now they keep it all VERY transparent. Each month the original water bill is kept posted in a central location, with a charted breakdown of how much everybody pays, adding up to the exact amount on the bill, no more.

    Please, tell me the original bill is kept in a glass wall case. That would make it about as "transparent" as possible.
