A man at a Dunkin' Donuts in Philadelphia allegedly attempted to kidnap a baby the moment the mother looked away. The man can be seen approaching the stroller and putting his hands on the baby's neck before being chased away. The Philadelphia police have detained the man and the child is thankfully safe.
