Presidential authority over the armed forces is explicitly enumerated by the Constitution. Additionally, the President is the sole agent of foreign policy. For Congress to place limits on the execution of that authority goes square up against the separation of powers.

I don't know about that. It would mean all chiefs of staff, all generals, and in fact all commissioned officers had betrayed their oath to uphold the Constitution. The military cannot obey an unlawful order and any order given by an impeached President would be unlawful.

It is the final check on Presidential authority. I don't even know that SCOTUS could overturn an impeachment since it is an enumerated power of the Congress.

Besides, there's a bit of a paradox in your scenario of popular plus impeached since the Congress is the people; a popular president would likely not be impeached in the first place.

I can imagine one or two division generals remaining loyal, but then their colonels would likely reject the orders. If somehow all brigades remained loyal, it still falls to the regiment/battalion commanders and finally the captains (the actual commanders of Soldiers) at the company/battery level.

Incidentally, it is interesting to note both Erdogan and Obama instituted mass purges of their officer corps.

To provide and maintain a navy;

When I got on the Trump Train, I looked back at when I supported Comrade Panders and thought about his single-payer healthcare plan, and a number of things stuck out to me:

1) If the US government is going to become the sole provider of health insurance, won't that force it to put the ENTIRE health insurance industry out of business? Who is going to pay off the billions lost by investors? Who is going to pay the billions in lost salary for an industry that probably employs at least 500,000 people? Won't switching to a single-payer system, even if the government doesn't touch the industry, force that same industry to sue the government for forceably robbing all of their clients?

2) If the US government switches to a single-payer system, that means that my health is no longer my responsibility but the responsibility of the government's. Won't that means that the government then has an incentive to force me to do only habits they consider to be healthy and disincentivize me from choosing habits that they consider are unhealthy (what if they would suddenly decide that vegetarianism is now more healthy and that eating meat isn't?)? Won't that mean that the government then has an incentive to not provide care to me when I'm older and more of a burden upon the system? Won't that mean that the government has a disincentive to allow a hospital to perform a potentially life-saving operation if they deem the chance of success to be too low or too expensive?

These are all questions that his base overlooked or was silent about, and it's really concerning for me.

The Constitution

It is true that under Article 1, Section 8 of the Constitutional, only Congress has the power to declare war. But a singular strike against a limited asset hardly constitutes war. It is a military action intended to confront hostilities which does not rise to the level of a declared war as the Founders envisioned.

It is clear that the Framers recognized there would be times when the President needs to use immediate military force unilaterally and without the extensive time it might take for Congress to consider the matter, then debate it and approve it. They chose to withhold from him only the power to declare war, not make war which was regarded as a vital emergency power allowed the president to counter or thwart foreign threats.

Hence it is perfectly consistent with the Constitution for President Trump to have taken action against the brutality of Bashar Al-Assad to prevent the spread and repeated use of chemical weapons. It is not only Syrian civilians the Commander-In-Chief is endeavoring to protect, but U.S. troops in the region and other American assets, all of whom stand in jeopardy.

Congressional Acts

In 1973, Congress passed The War Powers Act in reaction to the Vietnam War, which was never a declared war even though roughly 60,000 American soldiers were killed.

In relevant part, the law permits the president to launch a military strike on his own, as long as he notifies or consults with Congress within 48 hours. This President Trump did.

An argument can also be made that the president has latitude to take action against Syria under a 2001 law passed by Congress following the 9/11 attacks. Called The Authorization for Use of Military Force, it gives him permission to direct military force to prevent future terror attacks against the U.S.

Presidents Bush, Obama and Trump have used an expansive view of this authority to fight both Al Qaeda and ISIS in Afghanistan, Iraq, Syria and elsewhere.

The law is not limited to terror groups. It encompasses any nation which engages directly or indirectly in terrorist acts or harbors terrorists.

The Syrian chemical attack against innocent people can surely be described as an act of terrorism. And again, the U.S. has vulnerable troops in the region helping in the fight against ISIS. They might be the next target of an Assad chemical attack should he not be deterred by the use of American force.
